China has become a rising investor country. China accounted has spent much money to invest abroad, especially to the developing country. Romania is one of the countries that have received investment from China. In 2012, Romanian PM Victor Ponta came to China to strengthen both countries relation in investment case. In this early September, Romanian PM comes to China again on a three days visit. His coming to China is for seeking to lure investors to a market which is in dire need of money, especially in the developing infrastructure sector. Many of the ministers come along with the Romanian head of government to China. Including his deputy Liviu Dragnea and also ministers Ioan Rus (Ministry of Transports), Daniel Constantin (Ministry of Agriculture) and Constantin Nita (Ministry of Economy).

Romania hosted a China - Eastern and Central Europe economic summit last November that paved the way for Chinese investments in Romania. A series of agreements were signed in the presence of the two prime - ministers. This series of agreement are for the construction of a residential area in the city of Craiova, SW Romania, run by a social-democrat mayor. The Romanian PM reminded of a fast train project he last year discussed with Li Keqiang, but also urged investors to help Romania expand its road infrastructure. One of the largest transport infrastructure companies in China, China Communications Construction Ltd, voiced interest in building the Pitesti-Craiova highway. It is because the two cities where Renault and Ford have auto production plants.
Minister Rus also explained to the Chinese investors about a transport master plan will be adopted this fall in Romania. This master plan will set the main directions for expanding the country’s road, rail and also maritime infrastructure. Moreover, he said that he expected Chinese investors would like to participate in modernizing 14,000 kilometers of railways in Romania over the next years. While Chinese developer said that they are to build a 35-blocks residential compound at Craiova, with 1.800 apartments to be sold for prices ranging between 20.000 Euro and 45.000 Euro. The workings are expected to last two years and the investment of 35 million Euro. Whereas, the mayor ship of Craiova said it would provide a seven hectares land for the project.
