Finally, the Minister of Maritime Affairs and its officials representing 21 Asia Pacific countries agreed on the Blue Economy, which was passed at the Ministerial Meeting of APEC Marine (Asia-Pacific Economic Cooperation) fourth in Xiamen, China, on 28 August 2014. APEC is a forum of 21 economic cooperation in the Pacific Ocean rim with cooperation includes not only trade, but also efforts to increase investment and other economic cooperation as a whole. APEC is basically a non-political cooperation. This is why, APEC concept focus on a economic cooperation using the concept of blue economy as well.
APEC has main goal to encourage economic growth and increasing prosperity in the Asia Pacific region. This is done by encouraging and facilitating trade and investment using free trade concept. APEC also aims to enhance cooperation with the Member Economy capacity development targets for economic progress in 2010 and 2020 for developing economy. As part of efforts to achieve this goal, the concept of Blue Ekonomy run.

Blue economy is a concept that is focused on the water sector innovation, energy, and the food security supply. Blue economy partnership becomes the commitment of the member states concerned to establish a more integrated partnership, sustainable, inclusive and mutually beneficial through maritime cooperation. There are three other areas of cooperation, including the first priority is the conservation of marine and coastal ecosystems and resilience to natural disasters. Secondly, the role of ocean on food safety and food-related trade, and the third is related to marine science, technology and innovation. This agreement will run with implementing previous commitments, and focus on collaboration and concerted action.
Every member states agreed that there is a potential link between the Blue Economy, sustainable development and economic growth in particular. Blue Economy also has a very close relationship with the marine and coastal conservation, innovative development, as well as reforms and economic growth are the three priorities of APEC 2014. Therefore, the successful of Blue Economy concept in the Asia-Pacific region need to get full support of every member by promoting connectivity and communication among members of APEC to facilitate the flow of goods, services, trade and also investment.
Furthermore, APEC are encouraged to improve the policy and institutional support in ecosystem-based management, the use of economic incentives and market-based instruments. These things should be appropriate to create efficiencies and maximize sustainable economic outcomes. Blue Economy Development requires a good understanding of marine and increased technological capabilities to develop and utilize marine resources through innovation.
Development and cooperation in the Blue Economy not only play by the government and its official instrument. To attain successful, they need private sector involvement that very important. The government has to seek input from the private sector, including small and medium enterprises, such as through policy dialogue and public private partnerships. In addition, the important points are set out in an agreement encourage APEC members to develop marine economic activities that are environmentally friendly. Blue Economy chosen as the approach for the sustainable management of marine resources, such as marine renewable energy and sustainable aquaculture innovation.
